HANDS – Health Access Nurturing Development Services
The Kentucky Health Access Nurturing Development Services (HANDS) program is a voluntary home visitation program for any new or expectant parents. HANDS supports families as they build healthy, safe environments for the optimal growth and development of children.
Kentucky Early Intervention System (formerly referred to as First Steps) is a statewide early intervention system that provides services to children with developmental disabilities from birth to age 3 and their families.
Kentucky’s public preschool education programs are available for all four-year-old children whose family income is no more than 160% of poverty; all three and four-year old children with developmental delays and disabilities, regardless of income; and other four-year old children as placements are available based on district decision.
